توسعه شاخص های کاربردی حکمرانی آب در شبکه های آبیاری و زهکشی استان خوزستان

چکیده

ناکامی سیاست‌های گذشته مدیریت آب تحت فشارهای توسعه، موجب شده تا حرکتی اصلاحی برای بازنگری و آسیب‌شناسی رفتار گذشته، ویافتن راه‌هایی برای افزایش کارایی مدیریت آب کشور آغاز گردد. باورعمومی آن است که بحران موجود آب، نتیجه حکمرانی نامناسب است .اصول شفافیت، مشارکت، پایداری، استاندارد سازی، نظارت و اثربخشی به عنوان اصول حکمرانی در مدیریت منابع آب، به شمار می روند. در این مطالعه، با استفاده از نظرات کارگروه تخصصی 32 نفره کارشناسان آب و خاک و بکارگیری روش دلفی، تدوین (توسعه) شاخص‌های معرف اصول حکمرانی آب کشاورزی در شبکه‌های آبیاری و زهکشی استان خوزستان، در دستور کار قرارگرفت. بر اساس نتایج تحقیق، 16 شاخص تدوین که از بین این شاخص‌ها، شاخص مدیریت منابع آب، با سطح توافق 100درصد به عنوان شاخص معرف اصل شفافیت، شاخص دریافت آب بهای زراعی با سطح توافق 3/89 درصد، معرف اصل مشارکت، شاخص راندمان آبیاری با سطح توافق100 درصد، معرف اصل پایداری، شاخص آماده به کار بودن دریچه ها با سطح توافق 3/98 درصد، معرف اصل استاندارد‌سازی، شاخص اراضی زهکشی نشده با سطح توافق 6/98 درصد معرف اصل نظارت و شاخص‌ رضایت‌مندی از مدیریت توزیع آب با سطح توافق100 درصد معرف اصل اثر‌بخشی، از درجه اهمیت بیشتری نسبت به سایر شاخص‌ها، برخوردار بودند.

Previous Water management policies failed under development pressure, Corrective action has been taken to review and track past behavior and find ways to increase the efficiency of water management in the country The prevailing belief is that the current water crisis is the result of inadequate governance. The principles of transparency, participation, sustainability, standardization, monitoring and effectiveness are the principles of governance in water resources management. In this study aims to develop indices of the principles of agricultural water governance in Khuzestan province using the comments of the expert group of 32 water and soil experts and the Delphi method, 16 indicators were identified as indicators of agricultural water governance principles in irrigation and drainage systems in Khuzestan province. Among the indexes, the water resources management index with an agreement level of 100%, as the most important indicator of the transparency principle, Obtaining water's price was 89.9%, the most important indicator of the principle of participation, irrigation efficiency index with 100% agreement level, the most important indicator of sustainability principle, ready-made valves with standard agreement of 98.3%, the most important index of the principle of standardization, the index of land of non drainages at the level of agreement was 98.6% as the most important indicator of the principle of control, and satisfaction index for water distribution management with a 100% agreement level represents a more important impact principle than other indices.
