ارتقاء قدرت ژئویلیتیکی ایران در منطقه غرب آسیا با استقرار چارچوب "هیدروهژمون هیبریدی"

چکیده
در سالیان اخیر، آب به یکی از مؤلفه‌های اصلی قدرت، امنیت و رقابت‌های ژئوپلیتیکی در سطح منطقه‌ای و بین‌المللی تبدیل شده است. با توجه به تشدید چالش‌های منابع آب و پیچیدگی روابط هیدروپلیتیکی در غرب آسیا، بهره‌گیری از فناوری‌های غیرسازه‌ای و رویکردهای نوین مدیریتی در حکمرانی و مدیریت منابع آب به ضرورتی اساسی تبدیل شده است. بهره‌گیری از رویکردهای نوین حکمرانی آب و تلفیق آن با ظرفیت‌های ژئوپلیتیکی، اقتصادی، امنیتی و نوین می‌تواند باعث بهبود جایگاه منطقه‌ای کشورها شود. بر همین اساس، پژوهش حاضر با هدف تبیین نقش چارچوب هیدروهژمون هیبریدی در افزایش قدرت ژئوپلیتیکی کشور ایران در منطقه غرب آسیا صورت گرفته است. پژوهش حاضر به صورت توصیفی- تحلیلی انجام شده است. داده‌های موردنیاز از طریق پرسشنامه و مبتنی بر طیف پنج‌گزینه‌ای لیکرت و در قالب 30 گویه در میان 500 نفر از متخصصان گردآوری شد. تحلیل داده‌ها با استفاده از آمار توصیفی و بررسی میزان توافق پاسخ‌دهندگان با هر یک از ابعاد چارچوب پیشنهادی انجام گرفت. نتایج پژوهش نشان داد که بیش‌ترین میزان توافق پاسخ‌دهندگان مربوط به مؤلفه‌های حکمرانی و فناوری‌های نوین، قدرت ژئوپلیتیکی منطقه‌ای و امنیت و بازدارندگی راهبردی بوده است. همچنین یافته‌ها نشان داد که اگرچه دیپلماسی آب و همکاری‌های فرامرزی از ظرفیت قابل‌توجهی برای افزایش نفوذ منطقه‌ای برخوردارند اما برای استفاده از این ظرفیت نیاز است تا با تقویت سازوکارهای نهادی، اعتمادسازی و توسعه همکاری‌های پایدار با کشورهای همسایه، این امر مقدر شود.

چکیده English

In recent years, water has emerged as one of the principal determinants of power, security, and geopolitical competition at both regional and international levels. Given the growing challenges facing water resources and the increasing complexity of hydropolitical relations in West Asia, the adoption of non-structural technologies and innovative management approaches in water governance and resource management has become an essential necessity. Integrating modern water governance approaches with geopolitical, economic, security, and technological capacities has the potential to enhance the regional standing of states. Accordingly, the present study aims to examine the role of the Hybrid Hydro-Hegemony Framework in strengthening Iran’s geopolitical power in West Asia. This research adopts a descriptive–analytical approach. The required data were collected through a researcher-developed questionnaire based on a five-point Likert scale, comprising 30 items administered to a sample of 500 experts and specialists. Data were analyzed using descriptive statistical methods by examining the level of respondents’ agreement with each dimension of the proposed framework. The findings indicate that the highest levels of agreement were associated with the dimensions of smart water governance and technological innovation, regional geopolitical power, and strategic security and deterrence. The results further reveal that, although water diplomacy and transboundary cooperation possess considerable potential for enhancing Iran’s regional influence, realizing this potential requires strengthening institutional mechanisms, fostering mutual trust, and promoting sustainable cooperation with neighboring countries.
